What would it take to make a difference in your school?

What would it take to provide a quality arts education to every student in your school? Funding, staff development, administrative support or leadership, parent involvement, special staffing, other resources? How would you prioritize these needs? A funder recently posed this question and there was not a concise and realistic answer to offer them.
